Zuleka Fraser is the founder and a Principal at FRAZHER. She has extensive experience specializing in Commercial Real Estate - Affordable Housing Development & Finance. Zuleka has served roles throughout her career as a Tax Credit Underwriter and Bond Program Lead at a State Housing Finance Agency, Director of Underwriting at a prominent housing authority, and a Vice President at a national affordable housing financial advisory firm.
Experience
Zuleka’s experience extends from;

Underwriting 9%LIHTC deals during competitive rounds, 4%LIHTC deals, HOME investment program loans (HOME), and National Housing trust fund (NHTF) applications.

Creation, implementation, and management of the 4% Bond LIHTC Program.

Writing policies in the agency’s Qualified Allocation Plan (QAP) publication.

Public housing finance and processes, including RAD conversions, mixed financed processes, subsidy layering reviews, Choice Neighborhoods program, and request for proposals /qualifications (RFP/RFQ) requests, and

Financial modeling and deal structuring.
Education
Zuleka has a Bachelor of Science degree in International Studies and a Master’s degree (MBA) in Business Administration. Zuleka is a designated Housing Credit Certified Professional (HCCP) and Rental Housing Development Finance Professional (RHDFP). She also holds certificates in the following programs:
Rental Assistance Demonstration (RAD) Certification – Essential RAD Overview & Managing RAD Project Based Voucher (PBV), Georgia Technology Authority - Basics of Managing Projects, Real Estate Institute of Canada (REIC) in Mortgage Underwriting and Risk Assessment.
